I don't think so. I don't think extensions have that much power in Chromium-based browsers. But, I don't know for sure. You can look at both https://chrome.google.com/webstore/extensions/ and https://addons.opera.com/ to see.

It'll be controlled by the opera://flags/#horizontal-tab-cycler flag. You can try it already in Opera Beta at https://www.opera.com/download.

roll - I mean you can scroll them freely with the mouse wheel.
