When I highlight text on different types of web pages and try different ways to have it read aloud it is still not working.

Most addons from opera addon store aren't updated and doesn't work as per new chromium technology. I don't why opera doesn't stop this thing and completely shift towards chrome extensions.

But if I start to speak my language, I do have a voice. People with no voice are usually considerably challenged, such that special arrangements need to be created for them. Perhaps you could have said:
"At this time, the only speech that may be understood should be in English."
"At this time" indicates that you are aware of the problem and hope to fix it the future.

Английский ужасно озучивает текст, очнеь быстро и ничего не понятно. По сути каждое слово озвучивает отдельно, а не целым предложением.

Бесполезное приложение.
