You can open a Run dialogue by pressing Win + R, then copy and paste %appdata%\Opera Software\Opera Stable to go straight to the folder. Right-click Local State and open with Notepad or any other text editor.

Or you can try typing %appdata% in its address field.

Go to the folder %appdata%\Opera Software\Opera Stable. Open the file Local State in a text editor. Modify the 2-letter country code twice in the following line, "location":{"country":"GB","country_from_server":"GB"}. Save changes.
