See https://appleinsider.com/articles/19/06/03/apples-macos-catalina-is-first-to-require-app-notarization-by-default for more details about this new requirement for applications in macOS.

Notarizing Opera isn't straightforward, because Opera and its underlying engine Chromium use some system facilities that it's no longer allowed to use when requesting notarization. We're working on making sure that Opera will be able to be notarized, and we'll make sure we're ready before the official release of Catalina.

For now you'll have to update manually if you're using the public betas of Catalina.
