On version 62.0.3331.18 I am not able to drag sites to the bookmarks bar, nor am I able to rearrange items that are already on the bookmarks bar. In addition, when opening the bookmarks screen (right click on bookmarks bar -> 'bookmarks'), I have the same problem; no way to rearrange the bookmarks.
