I use Opera for Android on my Oreo phone and have to open each website on my speed dial before the favicons appear.
I noticed the same thing with Opera for Windows 10 and tried the same "trick" but nothing happened.
Not even a commonly used website like www.google.com or Wikipedia showed. So disappointing.
