OpenSuse Tumbleweed or Leap ist not manjaro linux; you need the root to change major setting on the system. It works for me if you run opera the way I say above, but as a user. You can also edit opera's shortcut so as to always launch with --start-maximized with simple user rights.<br />
Unless you mean that you changed the /usr/share/applications/opera.desktop, where you do need root rights.</p>

<p dir="auto">and repeat for the 2 more lines starting with "Exec" under "[Desktop Action NewWindow]" and "[Desktop Action NewPrivateWindow]" if needed.</p>
