Wow.! All of those not supported? That explains why a lot of Twitter videos won't load. It also explains why a lot of youtube videos don't load. Sounds like the same issue for both, which is why I had you check the youtube page for Twitter.

Leo is asking if you have the N version of Windows as N versions require the Windows 10 Media Feature Pack for Windows to be able to play all of those formats. This is important for Opera and other Chromium-based browsers (besides Chrome) that use the Windows Media Foundation to play media. So, if you have an N version, install that.

Now, if you have an Enterprise version of Windows 10, you might be out of luck. The Media Feature Pack won't install for it, so you'll have to find another way to get Windows to support all the correct file types and codecs.
