This is reproducible on other web sites and probably they are using the same element (ads). The issue is reproducible in Desktop browsers (Opera and Chrome).

Thanks for reporting this issue, but vz.ru always loads in full-width to me no matter if I select Desktop mode or not in our 3-dot menu settings.

Can you tell me in which Opera version your screenshots are coming from?
