Ask me when a 3rd-party program launches Opera with a URL

We already have "Ask me when Opera is started by a shortcut specifying an URL". The problem is it doesn't stop 3rd-party programs from launching Opera whenever they want with a specified URL of their website or a poll. I want to confirm that I really do want to open the page.

From my point of view this would be a very useful function.
For example, I'm always annoyed about programs that open unsolicited web pages after installation/uninstallation to thank you for the installation, or to ask for reasons for uninstalling the program, and so on.

@repnop it should be possible with a loader that will not lunch opera (show a prompt) if it has arguments in it's lunch path
