With my portable installation on Windows 7 32-bit this process is usually not active.</p>
<p dir="auto">My observation is that Opera tries to start the <a href="https://en.wikipedia.org/wiki/Background_Intelligent_Transfer_Service" target="_blank" rel="noopener noreferrer nofollow ugc">Windows BITS-Service</a> for (larger) downloads.</p>
<p dir="auto">Sometimes there are problems starting this service. BITS-related errors are logged by Microsoft's <a href="https://en.wikipedia.org/wiki/Event_Viewer" target="_blank" rel="noopener noreferrer nofollow ugc">Event Viewer</a> and should be found there if there are any.</p>
