If you open a mp4 file in Opera, you will see the option to turn on picture-in-picture, although it isn't working.

btw. picture in picture is chromium flag, and that flag is just leftover... it's not actually working in Opera
there are some other flags-leftovers...like omnibox flags

When you hover mouse over video player you'll see icon in middle of top border. Click it and that's it.
If you cant see it, you probably disabled it settings.
