Unless the "Never Hide" setting is selected, you can't see the toolbars until you return to the top of the page. That takes too much time, even with the jump-to-top arrow. Please support a setting that shows the toolbars as soon as you start to scroll towards the top of the page. (Dolphin does this, it's very nice.)
