Cannot Browse on initial app open (only on BT ISP)

I don't get this issue with Chrome, IE, or Safari. I also noticed, I don't get this issue on any browser when on my Linux or Mac. Using the same Windows laptop with Opera in the office, I don't get this problem.
I thought it was only during the first switch over, but it's now been more than a month and still the same thing. Has anyone reported a similar issue?
