I suspect this may be somehow related to the fact that I'm experimenting with using Opera's built in VPN. Could that be it?

I'd be grateful for help figuring out how to get those directions to display in English. I think it's probably a little late in the game for me to try to learn Russian just to be able to drive around my home town.

That's a bummer.

Kind of defeats the purpose of a VPN, doesn't it?

When you use a VPN, the target website sees your viewing request as coming from the VPN server's exit portal, wherever that may physically be. If a website looks up the IP 'location' of a visitor for purposes of customizing its responses in various ways for that visitor, you may then get a website response in the language related to the 'listed location' of the VPN's exit portal. In other cases, you may get webpage ads, news blurbs, etc that are regionally relevant for the apparent exit portal location. Moreover, the 'location' of an IP in the various lookup listings can be significantly different from its actual physical location, which can add confusion to the whole situation. If this presents a problem for a user, they are usually better off not utilizing a VPN for such sites.
