Opera uses system notifications win 10? I do not see it in "settings - system - notifications and actions". Maybe I need to make some kind of manipulation?</p>

I am very pleased with this fact, but ... For example, while listening to Google music, I not only see the notification when the track changes, but I also hear the notification sound. With Google Chrome everything is OK.</p>

If I'm already on the webpage, I don't need an additional thing popping up in Windows since I can already see what's happening, since I'm on the bloody webpage itself. When you're not on it, notifications don't work anyway. So, what's the deal with this thing? I just don't get it why it even exists, just so I need to fiddle with one extra stupid thing on every Opera install...</p>

Most notifications are related to websites, so there is a setting under the content settings for it, along with a list of exceptions to whatever you select as default behavior. (The default can be either Deny or Ask; exceptions would be to always allow or deny for specific sites.)</p>
