For a standalone installation, launch the Opera installer, click "options", set "install path" to a folder and your desktop, set "install for" to standalone installation" and install. Try in that Opera. If you are using Opera Sync in your normal Opera, you can try Opera Sync in that test Opera. If you do and Flash then breaks, it's a somewhat-known issue with Opera Sync messing up Flash settings.

Try @sgunhouse's suggestions first though.

Is Flash enabled in Settings? (It is somewhat hidden under Advanced > Privacy and Security > Content settings.) Mine is set to Ask, when I go to the address I see several "puzzle piece" icons denoting plug-in content and the Click to enable message. Once I click one there is a delay and then a small popup message says starranch.org wants to access Flash with options Allow and Cancel. I select Allow and then the webcams appear - this time of night the owls are gone but there is a large spider center camera.

If Flash is set properly but there are no Click to enable boxes then either Opera can't find the plug-in or some other security program or extension is blocking it.

Really? Flash is being deprecated by all browsers gradually - being made harder and harder to use - because it has such a history of security issues and exploits. It should still work with some effort - give us a link to the page and we can check it - but Chromium itself is making it harder with each version and we can't change that.
