Not possible afaik. You'll need to rearrange the speed dials and/or folders one by one.

You can have a check in Use Big Speed Dial Thumbnails, or take it out and have them smaller. You can drag speed dial thumbnails where you want. Drag one thumbnail on top of another and create a folder.
