In site www.ricici.com , when I visit French or German site, such as https://www.ricici.com/fr/robe-de-ceremonie then check the page source by Ctrl+U, the xml lang always shown EN, but it should be in FR.

I tried in Chrome, it's correct, so is that because of the site or the opera?

I even tried French locale in Opera with VPN for Europe. Still lang="en". I didn't mess with system locale though, which is en-US. So, in my case, I can't reproduce the difference you're seeing. As in, I can get it to French at all.
