<p dir="auto">Summary: After scrolling down any webpage the top address bar disappears and doesn't reappear IMMEDIATELY when scrolling up untill you've nearly reached the top of webpage. It wasn't like this before. You want the top MENU accessible at all times.</p>

<p dir="auto">The URL address bar including the all-important top MENU should be visible and accessible at all times.</p>
