<![CDATA[GDPR ?]]>I have version 12.17.1863 in Windows 7 32bit in the UK (EU).
I am having to submit this in Firefox because Opera has become unusable since General Data Protection Regulations came into force. To access any website I have to accept dozens of dialogs. I am unable to upgrade because the 'Preparing installation' doesn't finish.
I love Opera's bookmarking, sessions and cookie management.
Any suggestions?

Yes every time, over and over again.
I did all my browsing in Opera. I have cookies enabled for the top page in each of my 4 sessions. If I really have to have cookies (for such as Amazon) I pasted the URL into Firefox where I have cookies enabled for everything. A bit of hassle but over the years this has saved a lot of trouble.
Unfortunately this worked until I think it was when GDPR happened.
How do I access the offline installer?

Regarding the installation, did you try the offline installer?
