when I try to download some new extensions from the catalog, error 404 occurs

Either that or the extenison's dev requested it be removed. Either that or whoever typed the link made an error somewhere. That seems the most logical reason to me. A 404 error usually means that content attached to the link has been removed or the link was typed wrong when creating the page.
