where is the VPN tag?

OS: windows 7 Ultimate edition 64 bit
My Location: Asia
Language in OS: EN_US

when i following the explain in https://blogs.opera.com/desktop/2018/03/opera-52-offers-faster-ad-blocking-and-cool-new-animations/
just like the follows:

To enable VPN:

1. From the main menu, select Settings.
2. Click Privacy & security on the sidebar.
3. Under VPN, tick the Enable VPN checkbox

but ,in my opera then VPN isn't there. i could't find VPN anywhere.

please tell me, what i can do the enable the VPN ?

@shenlongshi VPN may not be available in some countries.

the first image is screenshot in my windows7 os.
the second image is screenshot in my ubuntu16.04 os.

in ubunut16.04 i can find the VPN, but in windows7 isn't it。 The Opera version in both OS is the same.
