Problem solved - the solution for programs that have blurry text in Windows 10 is:

Right click on the program or shortcut to it.
Select Properties - Compatibility.
Check the option "Disable display scaling on high DPI settings".

After updating, whole Win10 became blurry, after deleting last update only Opera (not Chrome) blurry.
