@concretable That file is related to the favicons of the pages added to the bookmarks bar.
I found that locking the Favicons file prevented any favicons getting into the bookmarks. I have all the bookmarks on the bookmarks bar, so maybe that is why it worked for me.

@concretable I've had a thought.
Are favicons also stored on hard drives but hidden?
If so, I could use a program called Stellar Phoenix Windows Data Recovery.

Why would the favicons be hidden? If they are in the profile (and where else would they be?), then the file would be in there. I did not want any favicons in my bookmarks, so I tried locking the Favicons file and that did the trick.
