I use that here and it works just fine but if you want something to translate an entire webpage automatically, I'm not sure how that will work. If you just need to translate parts, the Google Translate extension is fine.

They couldn't simply implement it.

If you mean a page translator, Opera doesn't have a translation service so they would depend on a agreement with one of the existing ones to implement such feature.
