I thought you could sync your bookmarks between the two through cloud settings, however I have yet to find out how to do this. No where does it allow me to sign into Coast and I have checked all of my cloud settings. Still it will not sync with my phone. I don't want go through and add all of the bookmarks again on my phone. Can someone help or did I misunderstand?

From the FAQ:

If you are having trouble syncing, you may want to verify that you're allowing documents and data sharing in your device's settings. Go to Settings > iCloud > Documents & Data and toggle the switch next to Documents & Data.
Then, just to be sure, verify that the switch next to Opera Coast is on. Go to Settings > iCloud > Documents & Data and toggle the switch next to Opera Coast.
