Layout was an option in 12.xx - back when speed dial didn't support folders - but has not been reimplemented as of 18. (There is a setting in the latest test version, Opera 19 Developer, but that is still considered unstable.)

The info you found was apparently for Opera 12 or earlier, which Pesala's screenshot was from.
