I would like to suggest to let the browser reorder tabs by drag them vertically on the tab menu (vertical navigation), similar like the function of the extension "Tabman Tabs Manager" https://chrome.google.com/webstore/detail/tabman-tabs-manager/hgmnkflcjcohihpdcniifjbafcdelhlm but built in by the opera team

Also open tabs list should be collapsable/uncollapse... But dragging to reorder would be a great first step on better tab handling.
