When you clear the cache, all those files will be downloaded again.
When you clear cookies, you will need to login on all pages where you were logged in automatically before.

Cache is where the pages are temporarily stored and cookies are small files (or a big one depending on the browser) that store your preferences for a page like language, info displayed and so on.
