Can someone confirm what is causing this, at this rate it will exhaust all my usage limit on my data plan</p>

<p dir="auto">I agree. The main question, though, remains why an Opera installation would be accessing it repeatedly... particularly if it were a dynamic IP. It's hard to imagine a legitimate hard-coded IP linking to a dynamic address number.</p>

But the college here blocks some stuff so I pasted into google and got the pet fence company.  I tried another search engine and got references to imgur.  Using an online reverse ip lookup I get no domain. If not, are there any imaging/video programs on your system that might be invoking downloads from Imgur through Opera? If 'no' again, you might want to consider doing some careful malware scans of your system.</p>

When I look up the IP it gives Perimeter Technologies which produces user installed "pet fences." Why they would be interested in intercepting stuff off your machine I have no clue.  Maybe someone stuck some kind of prank extension on your browser?</p>
<p dir="auto">All I can suggest is if you have any extensions disable one at a time until the traffic stops.  If it doesn't stop then the problem is not an extension.  Process of elimination is all I can suggest.</p>
