<![CDATA[Opera intermittently either throttling or not using full internet speed]]>Opera Turbo is off. Power saving is off. On wired connection. Home network is idle during test. Hardware acceleration on when available.

Internet provider is Comcast on a 250mb down connection.

I've isolated the problem to Opera by testing speedtest.net on Edge and Chrome. Half the time Opera will test good at 250mbs and the other half it will cap out at 60mbs. Using latest main version.

Same results for the beta version.

Did you try with other servers to see if the result is the same?
