<p dir="auto">A while ago. Basically Chromium only supports Flash so there wasn't a need for keeping a plugins page.</p>

<p dir="auto">As far as I know, it stopped being supported when Chromium removed the support for NPAPI plugins.</p>
<p dir="auto">In Opera it happened on version 38.</p>
