The latest version of Opera web-browser is 12.16. The latest decent version is 12.14 (12.15+ has been worsen through new rendering bugs)
Technically speaking, Opera 15+ is not browser, it's shell of Chromium/Blink.

This is FALSE information. Only in your fevered mind is Opera 12.16 the latest Opera version. It is the LAST Presto Opera version... PERIOD. The LATEST Opera version is 20.0.1387.91

Please stop misinforming users.

Developer versions are "bleeding edge" with experimental features that come and go with each release; Next is feature-frozen, but is still being tested for instabilities and bugs; and Stable is the "final, released" version, for general consumption. Note that with the rapid release cycle, the version within each category may be auto-updated quite frequently. So, as @leushino notes, 20.0.1387.91 is the latest stable version - as of this hour, on 17 April. 😉
