It's a Chrome extension, available at:
https://chrome.google.com/webstore/search/smoothscroll
But first you need to get "Download Chrome Extension" from:
https://addons.opera.com/en/extensions/details/download-chrome-extension-9/?display=en
This works pretty well on most websites (but not at all on Opera's Start Page)!

What is the best configuration? I should click on Opera button?

Yes, in "options" click on Opera for fairly smooth scrolling. You can make custom adjustments, but I haven't bothered because the "Opera" settings are good enough for me.

Thanks

In fact, virtually no new features have been added at all in that time, which is why I said not to hold your breath waiting, given that people have been waiting for basic bookmarking functionality to appear for 12 months now - and they're still waiting.
