Do you know how to use and prevent the Navigate-Filter and Tag toolbar from showing

I have reinstalled Opera on my Windows 10 laptop and noticed the appearance of a toolbar with the fields: Navigate, Filter and Tag that quite frankly do not know how to use nor know why I need it. I have look through the help topics and none seems to address my question.

There is no such toolbar in Opera for Windows. Do you use any extension?
