Default Folder for Downloads

I am on version Opera 43.0.2442.806 using Windows 10 Anniversary Update edition.
In Settings I have specified where I want my downloads to be saved e.g
"C;/Users/Neil /Downloads" This approach is advised per Opera Help .

Despite this each time I make a download it goes automatically to "This PC /Downloads" which means I then have to transfer it to C:/Users/Neil etc.

This PC > Downloads is just a shortcut to C:\Users\*User*\Downloads, with *User* being the account name. Try it. Create a text file in the Downloads folder and it should appear in your user\downloads folder. If if doesn't do that then you aren't logged in to the same account as the user folder you are trying to save to.
