But I can't find vpn option in Opera Settings

VPN does not work in China, but it needs not to remove settings for it.

Why keep the settings for something that doesn't work? It would just lead to people complaining about the VPN not be working without Opera even having any chance to fix it.

I have never seen such notification in changelog.

Because it's never been there. Someone from Opera once mentioned that as VPN doesn't work in China they decided to remove it from the settings for people in China.

Because China's censoring activities break things like VPNs Opera doesn't both enabling it for people there.
