I thought it was, sort of like it is in Chrone, especially because in settings it is defaulted to "Detect and run important Flash content (recommended)" but I bumped into some flash and it claimed I don't have flash installed. I even tried setting "allow sites to run flash".

Is flash not installed on Opera by default?

The best bet is to download the installer here and just run it, then you won't be at risk of accidentally installing Adobe's "extras" as well.
