is there any other way like a command line option to force enable hardware accelleration on linux?KDE

using ubuntu 16.04 on a dell XPS 13 9360 in case it's relevant, but it's also an issue on my lenovo y510p running linux mint 18 KDE.
not being able to enable hardware accelleration for video decoding basically removes all the advantage in battery life i got from the power-saving mode in opera.

Hardware Video Decoding is only legal on Windows or Android phones for which has been paid $16 per phone approximately. Microsoft earns more money then ever before and their main income became Android, iOS and Google Chrome. Microsoft has invested in Canonical to take over Ubuntu. Here a demonstration of Microsoft Ubuntu Linux build 16.04 https://youtu.be/ncYJk7GbdQY
So no Bill won't allow it. Always look at the bright side, Bill will donate to charity from your money

In the past it was very easy to change the source code making it thinking it was compiled for a platform which pays royalties to the consortium owned by Microsoft e.g. Android does hardware decoding but the result would be a Linux program. It surely worked very well. Detailed instructions how to build and change Chromium source code can be found. It is not legal since Linux users doesn't pay royalties to the consortium.
