I am using windows 8.1, where i use opera and others browsers, Can opera will be safe for saving passwords.

Opera uses Windows' built-in encryption to store passwords locally; it is pretty much as safe as other browsers - if you don't enable Sync for passwords. If you do enable password sync then you have to consider how your passwords are transmitted to and from Opera's servers and how secure the servers themselves are - and on the later, their servers have been hacked once before. But even if you enable Sync for bookmarks and sessions, you would have to specifically enable password sync (it is disabled by default), so the choice is up to you.
