A lot of people were sad when the old Opera was discontinued, we won't ever see its equal again I suspect, but they needed to use a readily available standard rendering engine as the old Presto one was becoming too difficult to maintain, and they chose Chromium/Blink.
Unfortunately it proved impossible to use that with the old interface, so they had to start again from scratch, and this meant dropping most of the old Opera facilities, as they were deemed to be little used by anyone except power users who are a very small minority.
Sad but true.
I would switch the update check off (Tools>Preference Settings>Advanced>Security>Auto-update) and download and install 12.18 manually if you want the latest (last?) version of Presto Opera.
