Opera Mini seems to be a solid Android browser and I'm close to moving to it from Dolphin after testing a bunch of browsers. There is just one huge issue in my opinion which keeps me from moving so far: I can't find any option to restore open tabs after exiting Opera or restarting the phone. Are there any plans on adding this in the future or is there a workaround?

Only if you exit the browser through the O menu the browser closes the tabs (and asks you for it).
