When I maximized the Opera windows just now, it does NOT display on top of my taskbar in 64-bit Windows 7 Home Premium SP1 -- did not have this issue with the previous version ..... 2308.62 which I have been using until the 2308.81 version updated a few hours ago?

Tried restarting the Opera 40.0.2308.81 version without success, that is maximized Opera is behind the taskbar; tried restarting the computer and then restarting Opera . . ..2308.81 without effect = that is maximized Opera is still behind the taskbar. Do not have this problem with other browsers -- Old School 64-bit Opera (12.18.1863); 64-bit Chrome(Version 53.0.2785.143 m (64-bit); or Vivaldi 64-bit (r.1.4). DO NOT NORMALLY USE INTERNET EXPLORER, unless Microsoft requires it for specific purpose, utility, update, etc.

64-bit computer with 8 GB of DDR3 memory; computer is 17 months old; in addition to graphics on ASUS mother board (ATI etc.) there is an NVIDIA GeForce GTX 750 Ti, 2048 MB gDDR5 RAM on graphics card; original wired Microsoft Ergonomic KB, Logitech Marble Mouse; Samsung 23 inch HD flat screen monitor; Realtek audio/Logitech small home theater system with subwoofer and L/R stereo speakers.

Try setting your taskbar to autohide (while Opera is running), let it drop down, then uncheck the autohide option to restore it. Maybe it's just confused about the taskbar location. If that doesn't work, try dragging the taskbar down all the way, then drag it back up again (you'll need to unlock the taskbar first).
