Description: Each time i open opera browser it add to express-panel websites, that i have had already delete from express-panel: yandex, booking, gismeteo, etc. And it dosn't save my theme ! Each time i see that green tree leaf! That set by default.

Steps to reproduce:

1. Open opera
2. Delete spam-express-websites (yandex, booking, gismeteo etc.)
3. Set theme picture, that i like
4. Use opera for a while/or not - anyway close it by pressing the cross
5. Open opera again
6. Delete spam-express-websites (yandex, gismeteo etc.)
7. Set theme picture, that i like
   And go on, and so on

Actual result: Opera theme picture isn't saving. ADs websites in express-panel cannot be permanently deleted.https://yadi.sk/i/S6WNsyRUuYuyU

Expected result:
I want to open Opera and see that theme, that i choosed. I dont want to delete s**t websites i dont even use from express panel each time i open browser.https://yadi.sk/i/azEkeZy9uYuye

Another one problem is: Opera crash, when i try to open private tab
