I guess so.

If yes what is the syntaxis? ”-disable-webgl; disable-autoupdate; ??

'--disable-webgl --disable-autoupdate' i guess.

After you add it, run the Opera, and go to opera:gpu, and you should see there, that it's disabled.

Here is an example on how to add a command line switch.
