Unable to Uninstall Opera from my PC.

Hello, How are ya,
I searched online and in the forums for a solution... If I missed a huge post about this topic, Self disappointment and shame will be swift and severe.,.Why I am here
I am unable to uninstall the Opera Browser from my pc.I have tried doing this while in Safe mode ..Nothing.
I try doing it from the Control Panel and also the start screen menu under the Opera browser tab. Result the same.. Nothing.
When I click uninstall my screen flashes like something is thinking about opening or happening, but again,,, Nothing
I have even tried rebooting from 3 separate backup points on my pc. Once again... Nothing...
I have ran three different Malware scans. Nothing
I haver tried to uninstall using my antivirus program.. Nothing.
I have stopped and started and farted around with Task manager trying to see if that does anything.. NothingYour help is appreciated. My info is below. If you need anything else. Let me know..
Lastly, I did not update to O 38 because, I would nortmally uninstall older version first before reinstalling and being that I can't ... I did not..
