It says Opera Opera 12.17 and 12.18-99‚ª‚— for Windows 32 or 64 bit but when I want to download it,
it downloads the Opera_Mobile_9.5_Beta_2.sis

Is there Opera 12.17-18 at all? If not, what's the reason of that page?

there were very much interesting threads and very
frequent support quotes and thereads by Opera staff.(My Opera)
There were lots of news attending to each user's taste.(Opera Portal)
And theirs visual was Opera like, beautiful and unique.

I liked Opera forum more when it was My Opera.
The staff posts are not integrated any more to users posts.
New visual of opera forum and opera news is not so comphy
and a little boring.

And replaced with links that let all to a version of
Opera Mobile for Symbian cellular system.

No, at least "no" in the sense of changes made to 12.17's native fit/form/function. There may be future security updates that bump the version 'decimal' number, though as the Blink Opera version continues developing, even the chances of that are receding. As to whether Opera ever "pulls the trigger" to auto-update 12.17 to whatever Blink version is current at the time, that remains speculation.

So... perhaps a server (miss-)coding default oddity if you enter a higher version than what it contains?

Heh... this has all the potential to turn into a series of "Presto sightings" just like the Elvis sightings of past years...
