How do i backup my speed dial entries to restore them on another Windows/Computer?

Bookmarmks files dont restore the speed dial entries...

Check on Bookmarks manager > Other Speed Dials.

You can use Sync or you can backup the Bookmarks files in Opera's profile folder.
