I Could not find Opera preferences in computer files or in Opera settings so could not delete, perhaps a re -installation would fix it?

I Could not find Opera preferences
The file is in Opera's profile folder, which path can be checked in Menu > About Opera. Usually it's %appdata%\Opera Software\Opera Stable (or Opera Beta or Opera Developer).
You may need to enable viewing of hidden folders and files on Windows Explorer to be able to see them.

Thanks leocg I will give it a go but sounds a bit complicated.
An update: My other browser is IE and my desk top is full of short cuts etc made with IE, it is only when I try to access these short cuts with Opera that I get the pop up, I then delete the pop up and Opera then takes me directly to the web site (this is preceded by a very quick automatic removal and then return of all desk top short cuts-a kind of flash action)
Some of these “desk top” short cuts have been copied to Opera and when accessed from within Opera they work perfectly, this has only been happening for about 4-5 days. -

No it works perfectly using Opera's bookmarks it is only when double clicking on desk top short cuts.
I have removed and reinstalled but just the same, but I see now that it was not compleatly removed so I have now gone to c:/users/username/appdata/local/opera and shreded, (that will fix the little .....) unles you can sugest any thing else I will reinstall and see what happens. -

OK, but what Opera's bookmark's have to do it this issue? Does Opera open normally when you click on its icon in Start Menu or Task bar?
it is only when double clicking on desk top short cuts.
Assuming that the issue only happens when you use the shortcuts, then the problem is with the shortcuts themselves or with the way Opera deal with them.

I was just giving the info in case there was a connection.(Does Opera open normally when you click on its icon in Start Menu or Task bar?)
Have just re installed Opera and there is no difference at all wherever from I click on the Opera icon I get the “Your preference files cannot be read” message from Opera, the same applies to all desk top short cuts, just as an experiment I installed Chrome and every thing worked perfectly ?
I have also done a Vista system restore back to 7th Jan 2016 when every thing was perfect but it made no difference to Opera? -

Yes installed for all users, I suppose I could delete all desk top short cuts but I would dearly like to fix it.

Update, have finally fixed it but I don't know what caused it!
In the end after a Visa restore which made no difference I did a DELL restore to the 12th of Jan 2016 and after a couple of restarts it was back to normal. Thanks for your help.
